- Garlic Frying: Heat the oil in a saucepan over medium heat. Add the finely chopped garlic and fry until it just turns slightly golden to release its aroma. Remove the fried garlic from the oil and set it aside, leaving the flavored oil in the pan for the next step.
- Beef Browning: Add the ground beef to the saucepan with the garlic-infused oil over medium heat. Cook the beef until it is slightly golden and sizzling, breaking it apart as it cooks. Stir in the soy sauce and mix well, frying the mixture for about 10 seconds to blend the flavors.
- Combining Bell Pepper: Add the finely chopped bell peppers along with the fried garlic back into the pan. Stir everything well to combine. Cover the saucepan with a lid and cook over medium heat for about 10 minutes, or until the bell peppers have softened nicely. Then, turn off the heat to prepare the pasta.
- Pasta Cooking and Mixing: Cook the angel hair pasta in boiling water until it is about 80% done (still slightly firm). Meanwhile, reheat the sauce by turning the heat back on under the pan. Add the rice wine to the sauce and then add the pasta along with 3 to 4 tablespoons of the reserved pasta cooking water. Mix thoroughly and continue cooking until the pasta is fully cooked, creamy, and all the flavors are combined. If the sauce becomes too dry, add more pasta water as needed to achieve a silky texture.
